Did US/NATO think Libya could have held out this long against the might thrown at them?

I figured they wouldn't have a chance and didn't believe the 'we will not target him" deal. It is no telling what we don't now. media just reported his troops left a city and left a bunch of weapons and ammo. seems everyone in the city was ok, so not sure what is going on.
