How does one cap off plumbing and electrical coming thru a slab floor? I want to cover with hardwood flooring.?

If they are not on use anymore then cut them flush with a saws all. If they are in use, then you cannot cover them, it's a code (safety) thing. You might have to move them or build your floor up and across that area, but leave it possible to access for future use.
