Rapper Eve was arrested 4 DUI but Paris, Lindsey Lohan etc. get released (4 more mayheim) is it race?

OK when EVE was pulled over for her DUI in LA she was handcuffed and arrested on the seen. Yet when Paris Hilton was cited she was not arrested, nor was Lindsay Lohan it begs the question about race. Why is the "black" celebrity arrested and others are let go? Does this seem fair?
